What is white noise?

White noise contains all audible frequencies at equal strength, so it sounds like a steady hiss, similar to radio static or a TV between channels. Because it is so even, it can cover voices, traffic and other sudden sounds.

Why do so many white noise videos have a black screen?

A black screen gives off very little light, so it will not keep the room bright while you sleep. It also uses less power on many phone and laptop screens when the video plays for hours.
